Experts and practitioners from Western Balkans and Turkey attend a 3-day Training of Trainers (ToT) on Gender Responsive Budgeting in Skopje, North Macedonia. The ToT aims to strengthen the pool of gender experts in the region by equipping them with advanced knowledge and resources on GRB, as well as innovative adult learning skills.

The purpose of this Training of Trainers (ToT) is to strengthen the capacities of key experts and practitioners in the Western Balkans on Gender-Responsive Budgeting (GRB). It targets Public Finance Management (PFM) Experts, Gender Equality Experts and gender advocates, as well as members of academia with finance and economic research background. With this training, experts from 6 countries will be equipped with GRB knowledge and resources, which will facilitate future learning opportunities in the countries of Western Balkans and broader Europe and Central Asia region.

Elisabeth Klatzer, one of the trainers and a PFM and GRB Expert emphasizes the importance and value of the training: “I feel grateful for being part of this experience of building a group of GRB trainers with so many high knowledgeable and skillful people. They will plant seeds, water them and we will see a flourishing community building a common future equal for all.”

This 3-day training is a follow up of the first ToT realized online between 12 - 16 July 2021 where the content was focused on technical issues on GRB. The second phase of the ToT was designed based on the feedback from the 34 participants from Western Balkans and Turkey providing an opportunity to select specific areas they would like to deepen their knowledge, using adult learning methodologies. With the presentations from, PFM and GRB Expert Azra Becirovic, PFM Expert Blerina Xhani, PFM and GRB Expert Elisabeth Klatzer and UN Women ECA GRB Programme Specialist and Regional Manager Ermira Lubani the participants will widen their experience with simulations and groupworks. 

One of the participants, Marija Stankovic mentions the importance of the training with these words; “I work for women’s civil society organizations that are trying to make great change in their communities. Therefore I believe that knowledge transfer regarding GRB will contribute to their initiatives and it will foster the implementation of gender policies.”

Delivered under the “Transformative Financing for Gender Equality towards more Transparent, Inclusive and Accountable Governance in the Western Balkans” regional programme, the training will support the capacity building initiatives in the Western Balkans on GRB and will help build a pool of gender advocates equipped with knowledge and resources for adult trainings. The regional programme is implemented by UN Women Regional Office for Europe and Central Asia and is financed by the Swiss Agency for Development and Cooperation and the Swedish International Development Cooperation Agency – Sida.
