Final evaluation of the regional programme on ending violence against women in the Western Balkans and Türkiye: Implementing Norms, Changing Minds, Phase II

This document is the independent final evaluation of the regional programme “Ending Violence against Women in the Western Balkans and Türkiye: Implementing Norms, Changing Minds - Phase II” (February 2020 – July 2023). This evaluation was funded by the European Union and conducted from February to July 2023 to offer a comprehensive assessment of the implementation process and results achieved.

The regional programme – covering Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye – has demonstrated a high degree of relevance, effectiveness and efficiency in addressing violence against women and promoting gender equality in the Western Balkans and Türkiye. It has been in alignment with national, regional and international priorities and strategies, contributing to the EU accession process and capacity-building.

Furthermore, the programme showcased a strong commitment to disability inclusion and gender mainstreaming, fostering an inclusive society and empowering women and girls with disabilities. Nevertheless, the evaluation highlights the importance of addressing challenges related to funding, resources and the formalization of participation mechanisms to ensure the long-term impact and sustainability of the programme’s interventions.
