Mainstreaming Gender in Integrated Planning System and the role of IPSIS and AFMIS Systems

UN Women will bring public financial management experts from the Western Balkans to Albania, where the participants will discuss the benefits of building and operating financial management information systems that integrate gender responsive budgeting (GRB) to achieve gender equality and women’s empowerment.
Financial management information systems (FMIS) are important budgeting tools for improving the strategic allocation of resources to achieve gender equality, operational efficiency, and fiscal discipline. These systems have become critical in improving budget transparency, accountability, and efficiency because an integrated FMIS is able to provide real time information on all financial transactions, the allocation of resources and actual expenditures, as well as information on policy implementation.
In Albania, integrated FMISs are part of; the Integrated Planing System (IPS) which was established in early 2000. IPS is established in the Department of Development and Good Governance at the Prime Minister’s Office and ensures the overall coordination of policy processes.
Among the IPS tools, Albanian Financial Management Information System (AFMIS) links the Albanian Treasury System which encompasses budget execution functions to Medium Term Budget Planning, Public Investment Management, and Data Warehouse for Budget Program
Performance monitoring and reporting needs. The system encompasses public finance management processes.
Integrated Planning System Information System (IPSIS), which is linked with AFMIS, is an important public policy planning and monitoring tool. It allows for tracking the advancement towards policy targets indicated in strategy and policy documents.
