Seminar on Gender-Responsive Budgeting for civil servants and GRB trainers held at the Regional GRB Center of Excellence in Moscow

From 17 to 21 December 2012 a training seminar on Gender-Responsive Budgeting (GRB) was held at the Regional GRB Centre of Excellence for CIS countries at the Russian Presidential Academy of National Economy and Public Administration (RPANEPA), Moscow. Twenty-two civil servants and teachers from the National Academies of Public Administration in 7 CIS countries took part: Armenia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan and Ukraine. All 7 countries are participants in the joint UN Women/RPANERA project (see “About the project” below).

This seminar is a continuation of the training workshop, held at RPANEPA in June 2012. The extensive programme was fully implemented. The lectures and practical trainings examined the theoretical bases and practical skills in the following subjects: the concept of gender equality, best practices of gender-responsive budgeting in the world, existing approaches, gender statistics, and the methodology, GRB tools and mechanisms.

The seminar participants demonstrated an understanding of the topic and a willingness to apply the acquired knowledge in practice. The attendees successfully mastered gender-responsive budget analysis. This is extremely important given their direct involvement in creating national, regional and local budgets in their own countries. The GRB trainers evinced a keen interest in the organizational and methodological issues of teaching gender-responsive budgeting. The culmination of the week’s work was the presentation of six training modules by trainers from Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan and Ukraine. After finalization and testing, the plan is to include these modules in the systematic curricula of the National Academies of Public Administration in these countries.

At the same time, a comprehensive resource manual for teaching gender-responsive budgeting in CIS countries is being developed. Its release is planned for mid-2013.

About the project

In 2012, the UN Women Subregional Office for Eastern Europe and Central Asia and RPANERA, together with their partners, launched the project “Developing Regional Capacity on Gender Responsive Budgeting for the CIS Countries through Establishing a Regional Center of Excellence for Gender Responsive Budgeting at the Russian Academy of Public Administration under the President of the Russian Federation”. Established within the project framework, the Regional GRB Center of Excellence operates on the basis of RPANERA as a regional institution for CIS countries to create, collect and disseminate complex knowledge on GRB. The aim is to train GRB trainers and teach civil servants in gender-responsive budgeting so it can be applied in a practical way when formulating and implementing fiscal policy at all levels.
