Call For Proposals (CFP) for Responsible Parties to conduct the Measuring Opportunities for Women in Peace Operations (MOWIP) Assessment for the National Army in Moldova (MIL, Moldova)

UN Women plans to engage Responsible Parties as defined in accordance with these documents. UN Women now invites sealed proposals from qualified proponents for providing the requirements as defined in the UN Women Terms of Reference.  

With support from the Elsie Initiative Fund (EIF), UN Women Moldova intends to implement the Measuring Opportunities for Women in Peace Operations (MOWIP) Assessment Project to support the National Army of the Republic of Moldova in increasing women’s meaningful participation in UN peace operations. The assessment will examine barriers and opportunities across the ten MOWIP issue areas using a fact-finding form (FFF), key decision-maker interviews (KDMI), and a structured survey across military ranks, units, and functions. As a result, it will support institutional capacity strengthening by informing policy reforms and strategic planning in peace operations, including the next-generation WPS NAP. Not the least, the assessment will establish a baseline, creating a reference point to measure future progress and guide resource allocation. Conducting the MOWIP assessment positions Moldova among the growing number of countries using this globally recognized tool to promote gender equality in the security sector and enhance operational effectiveness.

The budget range for this proposal is between USD90,000.00 up to 110 000.00 and please note that under the UN Women Partner Agreement (Terms and Conditions applicable to all fund transfer modalities), fund transfers to programme partners are made in the currency used in the country where the work takes place, and the partner reports financially in that same currency.

Proposals must be received by UN Women at the address specified not later than 4:00 p.m. EST (Chisinau), 08/09/2026.

Please note that selected Program Partner will be assumed to have accepted al legal terms of conditions present in the Partner Agreement - attached. Moreover, the selected Program Partner will accept to register and seek for verification on the UN Partner Portal an online platform designed to streamline and enhance collaboration between Civil Society Organizations (CSOs) and various UN agencies. The UNPP is a joint initiative involving agencies such as IOM, UN Secretariat, UN Women, FAO, UNFPA, UNHCR, UNICEF, UNOPS, WFP, and WHO with operational support from UNICC, aimed at simplifying partnership processes and fostering effective cooperation.
