Call for Proposals for Civil Society Organizations under the EU4 Gender Equality Regional Programme: Piloting Innovative Interventions to Address Violence Against Women and Girls, including Technology-Facilitated Violence

UN Women invites civil society organizations (CSOs) to submit sealed proposals to serve as a Responsible Party, in accordance with the attached Terms of Reference, for the design, testing, and implementation of pilot interventions to prevent and respond to violence against women and girls (VAWG), including technology-facilitated violence (TF VAWG).

Under the EU-funded programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans,” the selected CSO—women-led organizations, youth organizations, and/or tech-oriented organizations—will design, test, and pilot innovative, survivor-centred, and evidence-based interventions aimed at preventing and responding to TF VAWG across the Western Balkans. The initiative will focus on strengthening women’s and girls’ knowledge, capacities, and access to tools and support mechanisms to recognize, prevent, document, report, and respond to online violence and gender-based discrimination, while generating practical knowledge, tools, and lessons learned on effective approaches.

Proposals must be received by UN Women at the address specified not later than 12:00 CET on 30 June 2026.

The budget range for this proposal should be USD 145,000 – 150,000. Proposals outside this range will not be considered.

Please note that the selected Responsible Party (RP) will be deemed to have accepted all legal terms and conditions outlined in the Partner Agreement (see attached documentation). In addition, the selected partner will be required to register and undergo verification on the UN Partner Portal (UNPP), an online platform that facilitates collaboration between CSOs and UN agencies.
