Call for Proposals for Civil Society Organizations under the EU4 Gender Equality Regional Programme: Behavioural Change and Awareness Raising on Online and Technology-Facilitated Violence Against Women and Girls

UN Women invites civil society organizations (CSOs) to submit sealed proposals to serve as a Responsible Party, in accordance with the attached Terms of Reference, for the implementation of a regional behavioural change communication initiative.
Under the EU-funded programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans,” the selected CSO will design and implement a comprehensive regional campaign aimed at raising awareness on violence against women, including technology-facilitated violence, promoting behavioural change, and increasing knowledge of rights and available services among targeted populations across the Western Balkans. In addition, the CSO will contribute to the development of creative communication concepts for the 2026 and 2027 editions of the Regional Forum on Ending Violence Against Women and Girls.
Proposals must be received by UN Women at the address specified not later than 12:00 CET on 12 June 2026 (Friday).
The budget range for this proposal should be USD 180,000 – 200,000. Proposals exceeding the maximum amount will not be considered.

Please note that the selected Responsible Party (RP) will be deemed to have accepted all legal terms and conditions outlined in the Partner Agreement (see attached documentation). In addition, the selected partner will be required to register and undergo verification on the UN Partner Portal (UNPP), an online platform that facilitates collaboration between CSOs and UN agencies.
