Call For Proposals (CFP) for Responsible Party - Women Leaders in Recovery in Ukraine / Жінки-лідерки у відновленні України

UN Women plans to engage a Responsible Party as defined in accordance with these documents. UN Women now invites sealed proposals from qualified proponents to provide the requirements as defined in the UN Women Terms of Reference.
Through this Call for Proposal, UN Women intends to sign a Partner Agreement with a civil society organization (community-based organization, non-governmental organization, youth-led organization, or other non-state, non-profit, voluntary entity) to act as a Responsible Party for implementation of the interventions that will contribute to the fulfilling of the following outcome and output of the UN Women Ukraine Strategic Note 2025-2029 :
Outcome 1: By 2029 society is more inclusive and cohesive with active civic space and more effective, accountable institutions that enable reform and recovery and safeguard rule of law, human rights, and gender equality (UNSDCF Outcome 4)
Output 1.2: Women leaders and WROs at all levels have strengthened capacities to express their agency, voice, and leadership to meaningfully engage in decision-making and participate in political life.
The initiative shall be implemented in alignment with UN Women global and regional policies, standards, and procedures on gender equality, accountability, safeguarding, and ethical programme delivery.
In partnership with the Ministry for Development of Communities and Territories, UN Women is launching the “Women Leaders in Recovery in Ukraine” Initiative to strengthen women’s leadership in recovery. It embeds gender-responsive policies and capacities in national and local institutions, while shifting public norms. The Initiative aims to transform underrepresented women’s potential into systemic leadership, improve institutional performance, and enhance the legitimacy and inclusiveness of Ukraine’s recovery and reconstruction processes.

Вона передбачає впровадження гендерно чутливих політик і розвиток спроможностей на національному та місцевому рівнях, а також зміну суспільних норм. Ініціатива спрямована на перетворення потенціалу недостатньо представлених жінок у системне лідерство, підвищення ефективності інституцій і зміцнення інклюзивності відновлення.)
Proposals must be received by UN Women at the address specified not later than (time) 18:00 on (date) 15 May 2026. Proposals must be password‑protected or encrypted. Passwords shall be shared separately.
While financial proposals must be submitted in UAH, the total proposed value shall remain within the USD equivalent range of USD 65,000–75,000, calculated using the official UN operational exchange rate applicable on the CFP closing date.
Proponents must provide a cost breakdown by output/deliverable and demonstrate value‑for‑money in relation to the proposed activities.

Please note that selected Programme Partner will be assumed to have accepted al legal terms of conditions present in the Partner Agreement - attached. Besides, the selected Programme Partner will accept to register and seek for verification on the UN Partner Portal an online platform designed to streamline and enhance collaboration between Civil Society Organizations (CSOs) and various UN agencies. The UNPP is a joint initiative involving agencies such as IOM, UN Secretariat, UN Women, FAO, UNFPA, UNHCR, UNICEF, UNOPS, WFP, and WHO with operational support from UNICC, aimed at simplifying partnership processes and fostering effective cooperation.
