UN Women Moldova Office plans to engage a Responsible Party as defined in accordance with these documents. UN Women now invites sealed proposals from qualified proponents to provide the requirements as defined in the UN Women Terms of Reference.
Through this Call for Proposal, UN Women Moldova is seeking to develop and pilot new livelihood programs and inclusive employment measures tailored to the needs of women from vulnerable groups, in Chisinau and Straseni regions.
The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Moldova Office plans to select an organization (Civil Society Organizations, registered in Moldova to develop and pilot new livelihood programs and inclusive employment measures tailored to the needs of women from vulnerable groups, in Chisinau and Straseni regions.
The overall goal of the project ADA addresses the low employment participation of women in Moldova, particularly among vulnerable groups, with focus on such as women with disabilities, women with children, NEET, and those from rural areas, by tackling key barriers—such as limited access to quality jobs, inadequate childcare, outdated skills, and gender stereotypes—through targeted interventions that promote inclusive and flexible employment, improve vocational training access, and strengthen family-friendly services.The project aims to strengthen women’s socioeconomic resilience and promote equitable and sustainable participation in the labor market in the Republic of Moldova through three strategic interventions.
1. Public institutions have the capacity to deliver adapted and inclusive programs that address the specific needs of vulnerable groups.
2. NEET women, women with children, older women, and other vulnerable groups benefit from gender-responsive and inclusive employment measures through tailored support and services.
3. Private companies and Local Public Authorities (LPAs) develop and enhance childcare services and facilities through family-friendly workplace policies.
The total budget available for this call for proposal is up to USD 200,000.00. The proposals are expected to start from July 2026 and be implemented until May 2028. UN Women invites eligible applicants to submit their proposal, as elaborated in this advertisement.
Proposals must be received by UN Women at the address specified not later than 6:00 p.m. EST (Chisinau), 15 May 2026.

Please note that selected Programme Partner will be assumed to have accepted al legal terms of conditions present in the Partner Agreement - attached. Besides, the selected Programme Partner will accept to register and seek for verification on the UN Partner Portal an online platform designed to streamline and enhance collaboration between Civil Society Organizations (CSOs) and various UN agencies. The UNPP is a joint initiative involving agencies such as IOM, UN Secretariat, UN Women, FAO, UNFPA, UNHCR, UNICEF, UNOPS, WFP, and WHO with operational support from UNICC, aimed at simplifying partnership processes and fostering effective cooperation.
