Strengthening the Resilience of Collective Sites Residents in Kharkiv Region

UN Women plans to engage a Responsible Party as defined in accordance with these documents. UN Women now invites sealed proposals from qualified proponents to provide the requirements as defined in the UN Women Terms of Reference. 

UN Women is seeking a partnership with a Ukrainian NGO/CSO to offer an integrated humanitarian response and recovery programme that provides services in accordance with identified needs and capacities of diverse vulnerable people in one or more collective sites in Kharkiv.

In line with UN Women’s policy to ensure that Ukrainian women, men, boys and girls benefit from gender-responsive humanitarian assistance, support and recovery, in line with the humanitarian priorities established in the 2025 Ukraine Humanitarian Needs and Response Plan to support the most vulnerable IDPs in frontline oblasts and in support of UN Women Output 2, UN Women will partner with a Ukrainian NGO/CSO to offer an integrated humanitarian response and recovery programme that provides services in accordance with identified needs and capacities of diverse vulnerable people in one or more collective sites in Kharkiv. Services and assistance should fall within some or all of the following three pillars

Pillar 1: Targeted gender-responsive emergency response to vulnerable groups in collective sites consisting of some or both of the following categories of illustrative activities

Pillar 2: People-centred site management with a focus on the most vulnerable groups

Pillar 3: Promotion of durable solutions

Proposed activities under each pillar should be evidence-based and speak to clearly identified needs in the collective site(s) included in the proposal.

The budget range for this proposal should be USD 50,000-USD 150,000 and the project budget should not exceed USD 150,000. At least USD 50,000 of the budget should be dedicated to Pillars 2 and /or Pillar 3. The project should be designed with consideration for future replicability and/or scalability, whether in another site within Kharkiv oblast or other communities.
