Call for Proposals (CFP) to enhance capacities and access to resources for women’s active engagement in peaceful development and social cohesion between communities on both banks of the Nistru River

UN Women is inviting the proponents to submit proposals suggesting creative and efficient solutions to combat gender stereotypes, to empower youth and women for increased community inclusion and social cohesion. The proposals should focus on the activities in Moldova, on both banks of the Nistru River, and be prepared as per the priority areas described in attached Call for Proposal document.

Through this Call for Proposal, UN Women Moldova within the “Women for Peace & Prosperity” programme, funded by the Swiss Development Cooperation (SDC), intends to sign Partner Agreements (PAs) with civil society organizations from Moldova to support dialogue and cross-river confidence building through capacity development and joint initiatives of women's rights activists from the left and the right bank of the Nistru River. The proposed intervention size and budget request is for up to USD 65,000.00.

UN Women, guided by the vision of equality outlined in the United Nations Charter, is dedicated to eliminating discrimination against women and girls, promoting women's empowerment, and achieving gender equality, ensuring that women and men are equal partners and beneficiaries in development, human rights, humanitarian efforts, and peace and security initiatives.

The work of UN Women in Moldova is guided by its Country Strategic Note 2023-2027, aligned with the UN Sustainable Development Cooperation Framework for Moldova (2023-2027), UN Women Global Strategic Plan, National Programs and Strategies and aims to contribute to the gender-responsive implementation of the 2030 Agenda for Sustainable Development. UN Women Strategic Note focuses on four main areas: 1) Ending Violence against Women; 2) Women’s Leadership and Governance; 3) Women’s Economic empowerment and 4) Humanitarian and Peace development nexus and UN Coordination on Gender Equality.

Aligned with the principle of “leaving no one behind”, this Call for Proposal is addressed to civil society organizations (CSOs) from both banks of the Nistru River to deliver a set of comprehensive interventions contributing to cross-river confidence building and to more inclusive and resilient localities, through joint community-driven initiatives, capacity development and networking. The intention is therefore to connect women’s grassroot organizations situated on both banks of the Nistru River and empower them to contribute to local development by facilitating their access to capacities and resources.

These interventions will have nationwide reach targeting women with different backgrounds from both banks of the Nistru River, including women from UTA Gagauzia, women refugees, women from underrepresented groups, women in rural and urban areas.

A key contribution of this assignment is to support the next stage in the organizational development of the 3 Women’s Dialogue Platforms established in the Transnistrian (TN) region in 2022 with UN Women and Sweden support and further assisted in 2023 with the support of the SDC-UN Women project “Women supporting Women”.

To this end, under the SDC-funded project “Women for Peace & Prosperity”, UN Women Moldova is seeking to sign a Partner Agreement (PA) with an organization or a Consortium of organizations, whereas Consortiums composed of CSOs from both banks of the Nistru River are strongly encouraged.

The intervention will have a gradual approach and in the first phase will focus mainly on the institutional development of the Women’s Dialogue Platforms and start building connections with right bank women’s organizations, with a pilot initiative focused on social cohesion and cross-river confidence.   

The program will therefore consolidate the dialogue platforms and strengthen community inclusion and social cohesion by offering (NOTE: the proponent is encouraged to suggest additional measures deemed necessary):

  • Skills development
  • Institutional and Legal Support
  • Access to economic empowerment programs
  • Dialogue building and Networking
  • Cross-river confidence building pilot project
  • Outreach and Communication

Acting as Responsible Party, the organization/Consortium will have to build capacities and facilitate access to resources contributing to women’s more active engagement in community development and cross-river confidence building. 

This project proposal must be also aligned with the 2030 Sustainable Development Agenda, SDGs 5 and 16, and the global normative framework on gender equality, supporting Moldova's path to European Union accession while adhering to the principles set out in the UN's Global Humanitarian Response Strategy. 

The Responsible Party is expected to develop a proposal submitting all the mandatory annexes to the proposal (Annex B1.1 –B1.6). Proposals are expected to demonstrate contribution to the delivery of the output-level result and project activities. The offeror can submit 1 (one) proposal, and one Agreement will be signed.
