 The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Moldova Office plans to select an organization (Civil Society Organizations, registered in Moldova to support the economic empowerment of survivors of violence.

Through this Call for Proposal, UN Women Moldova within the “Ending Violence Against Women” programme, funded by the Swededn, intends to sign a Parner Agreement (PA) with civil society organizations from Moldova to support economic empowerment of women survivors of violence from state-run shelters, thereby supporting their long-term recovery and reducing the risk of re-victimisation. Through this partnership, UN Women intends to implement an intervention that will contribute to the achievement of the outputs outlined under its Strategic Note.

a. Technical/functional competencies required:
• Demonstrated sspecialized knowledge, expertise, and track record of working with victims/survivors of DV/VAW, including from vulnerable and marginalized groups, with a focus on women’s human rights and ending discrimination;
• At least 5 years of experience in working on violence against women issues in the Republic of Moldova.
• At least 3 years of in the direct assistance to survivors of VAW, including in labour/employment field
• Proven experience in collaboration with government authorities would be considered as an advantage;
• A track record of at least 1 specific intervention developed and implemented on economic empowerment of women survivors of violence;
• Experience in implementing capacity building activities for the service providers on topics related to violence against women, economic empowerment of survivors of violence;, 

The total budget available for this call for proposal is up to USD 130,000.

Call for Proposal (CFP) for Responsible Parties, Civil Society Organization / Consortium to design and implement a gender-responsive economic empowerment and reintegration support programme for women in contact with the criminal justice system in the Republic of Moldova

 The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Moldova Office plans to select a Responsible Party, either a qualified civil society organization or a consortium of organizations, to design and implement a gender-responsive, trauma-informed and market-relevant economic empowerment and reintegration support programme for women in contact with the criminal justice system in the Republic of Moldova. 

The assignment will be implemented under the project “Supporting Women in Contact with the Criminal Justice System through Economic Empowerment and Resilience”, funded by Sweden. The project aims to strengthen institutional and community frameworks that support women’s economic reintegration by expanding access to decent employment, reinforcing resilience, and addressing stigma and structural barriers to inclusion.

The selected Responsible Party will support at least 50 women in contact with the criminal justice system, including women in detention and pre-release preparation, women under probation supervision, women serving non-custodial or community-based sentences or measures, women released from detention, and women receiving support from specialized social services or NGOs.

The programme will combine individual needs and employability assessments, career orientation, employability coaching, skilling and reskilling opportunities, job matching, support for income-generating activities, livelihood and entrepreneurship support, referrals to relevant services, and targeted assistance tailored to women’s reintegration needs and pathways. 

Eligible applicants are civil society organizations registered in the Republic of Moldova. Applications may be submitted by a single organization or by a consortium, where relevant. The selected Responsible Party will be expected to work in close coordination with UN Women, relevant justice sector institutions, probation services, social service providers, civil society organizations and other stakeholders involved in women’s reintegration.

Call for Proposal for Programme Partner in Advancing Women, Peace and Security Agenda through localization and implementation of NAP on UNSCR 1325 in Eastern Ukraine

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Ukraine Office invites qualified Civil Society Organizations seeks to engage a qualified CSO as a Responsible Party to support advancing WPS agenda through localization and implementation of NAP 1325 in Eastern Ukraine. 

As background, In Ukraine, UN Women supports national and regional authorities and civil society in advancing commitments under CEDAW, the Beijing Platform for Action, the Women, Peace and Security (WPS) agenda, and EU accession obligations. UN Women’s work also contributes to the implementation of the United Nations Sustainable Development Cooperation Framework (2025-2029) and the achievement of the Sustainable Development Goals (SDGs), particularly SDG 5 on gender equality and the empowerment of all women and girls. 

The Responsible Party is expected to work in selected oblasts of eastern Ukraine (Dnipropetrovsk, Sumy, Poltava, Zaporizhzhia, and Donetsk oblasts), in close coordination with regional authorities, Regional 1325 Coalitions, WROs/WLOs, women activists, humanitarian and recovery actors, and other relevant stakeholders.The assignment will aim to strengthen capacities for localization, operationalization, implementation, coordination, and monitoring of the WPS agenda in line with participatory, inclusive, evidence-based, localization, and subsidiarity approaches, while enhancing meaningful participation of women, including women from different groups covered by the NAP 1325, in regional and local decision-making, recovery, protection, and peacebuilding processes.

Call for Proposals for Civil Society Organizations under the EU4 Gender Equality Regional Programme: Piloting Innovative Interventions to Address Violence Against Women and Girls, including Technology-Facilitated Violence

Under the EU-funded programme “EU4 Gender Equality – Women’s Economic Empowerment and Ending Violence Against Women in the Western Balkans,” the selected CSO—women-led organizations, youth organizations, and/or tech-oriented organizations—will design, test, and pilot innovative, survivor-centred, and evidence-based interventions aimed at preventing and responding to TF VAWG across the Western Balkans. Project activities are aiming to foster grass-root activism and leadership of women, particularly the under-represented (e.g. refugee women, Roma and  women with disabilities) and their civic participation in local decision-making.

Call for Proposal for Strengthening of practical implementation of gender-responsive budgeting and gender in public finance approach at the sub-national level in selected oblasts of eastern Ukraine

UN Women seeks to engage a qualified CSO to support the strengthening of practical implementation of gender-responsive budgeting and gender in public finance approach at the sub-national level in 6 oblasts of eastern Ukraine. The assignment will focus on building the capacities of the selected regional/local authorities as well as WROs/WLOs to apply gender-responsive approaches in public budgeting and to contribute to more inclusive and accountable recovery and development processes.

The Responsible Party will implement a capacity development and advisory support assignment aimed at strengthening the practical implementation of gender-responsive budgeting (GRB) at the sub-national level in selected oblasts of eastern Ukraine, namely Dnipropetrovsk, Zaporizhzhia, Poltava, Donetsk, Sumy, and Kharkiv oblasts.

 

The assignment will combine training, participatory consultations, and capacity strengthening of local authorities and women’s rights and women-led organizations (WROs/WLOs) to support regional and local authorities in applying GRB approaches in planning and budgeting processes and to enhance the role of civil society in promoting accountability for gender-responsive public finance.

 

The assignment will include the following components:

 

· Development and delivery of GRB trainings for selected regional and local authorities (Regional Military Administrations and/or City Councils) in the selected oblasts.

 

· Delivery of participatory consultations with selected regional and local authorities (Regional Military Administrations and/or City Councils) aimed at supporting the practical application of GRB tools and approaches within local budgeting processes, with the engagement of women’s rights and women-led organizations (WROs/WLOs).

 

· Development and delivery of GRB trainings for women’s rights and women-led organizations (WROs/WLOs) operating in the selected oblasts to strengthen their capacity to engage in dialogue, advocacy, and monitoring related to gender-responsive budgeting.

Call for Proposals for Civil Society Organizations / Consortia to implement a solution-oriented business support program for women entrepreneurs in Moldova

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) Moldova Office invites qualified Civil Society Organizations and/or Consortia to submit proposals for the design, management, and full-cycle implementation of a Solution-oriented business support program for women entrepreneurs in Moldova (Programme).  

The Programme will run for 24 months (July 2026-June 2028) and aims to reach a minumum of 100 women entrepreneurs across the full portfolio of awarded proposals. It is implemented through programme tracks of 25 participants each, lasting up to six months per track. Each track guides participants from the diagnosis of a specific business growth blocker through to active implementation support, delivering a core architecture of components: business diagnosis, solutions development, piloting, expert access, mentoring, access to finance support, workforce linkages, and knowledge capitalization. Implementing organizations (applicants) define the sectoral focus, geographic anchoring, and methodological configuration on the basis of their documented expertise and the profile of their target group. 

The available budget is USD 90,000 per programme track. UN Women reserves the right to award between one and four tracks in total across the Programme portfolio, to one or more Responsible Parties. A single organization may propose one or more tracks within a single application.
