Tajik Delegation Gains Insights into Moldova’s ‘Single Window’ Public Service Delivery System

Representatives from the President’s Executive Office, Ministry of Justice, and the Civil Registration Office of Kulyab town visited Moldova to learn about that country’s experience with setting up a ‘Single Window’ system for delivering public services.

In 2017, Moldova launched planned Multifunction Centers, which are an important element of the ‘Single Window’ system. Under the umbrella of the Public Services Agency, the functions of five agencies – Civil Registration Office, , License and Registration Chambers – are now delivered through one center. Before introducing the ‘Single Window’ system, the five institutions involved ran 189 offices. Today, the 38 Multifunction Centers provide citizens with 1,003 types of services in different parts of the country.

The Multifunction Centers are connected to the system of public payments and citizens are able to make payments in any area, even online or in trade centers. The Government of Moldova facilitated cooperation between the Multifunction Centers and the social bank. This makes it possible for Center staff to start processing data as soon as they receive a payment confirmation signal from the system.

Moldova in following in the footsteps of Estonia and Austria, which were forerunners of the ‘Single Window’ system.

Seeing first-hand how this system works will help the Tajik delegation to introduce the ‘Civil Registration Services Single Window’ in Tajikistan. The Civil Registration Office in Kulyab town has been chosen to pilot and introduce the ‘Single Window’ model. Meanwhile, the Ministry of Justice plans to start operating ‘Single Window’ in December 2018.

The study tour to Moldova was an activity under the United Nations Development Programme Project entitled: ‘Support to Civil Registration System in Tajikistan’. This effort is implemented in partnership with UN Women and in cooperation with the Ministry of Justice, and with financial support from the Swiss Cooperation Office in Tajikistan.
