This paper is an account of vulnerable groups in Moldova and an expert assessment of decentralization's consequences for them. It classifies Moldova's vulnerable groups and presents national and international evidence to document their situation and problems. It discusses why each group is vulnerable and underlying causes for their vulnerability. The paper analyzes current policies and their negative effects on the vulnerable, provides an account of good practices and makes detailed recommendations going forward.
