The guidance proposes a methodology using a step-by-step guidelines to track planned and actual expenditures on GEWE in programming. It attempts to integrate United Nations Country Team (UNCT) Gender Equality Marker (GEM) processes within the UN INFO reporting system into this new methodology and is divided into three sections. The methodology allows the UN Agencies and development actors to demonstrate greater accountability for gender equality commitments and to track financing for GEWE more effective in programming.

Following the principle "Nothing about us, without us," this study aims to better understand the capacity of women's organisations in Ukraine as the first step to improving assistance on the promotion of gender equality and women's empowerment. A comparative analysis of 18 UNDAFs in ECA region shows an increase in gender-responsiveness at both the outcome and indicator levels with each new generation. However, key findings from this analysis also show that gaps remain to promote gender equality and women’s empowerment in a systematic manner through the UNDAF planning process.
