The findings of the assessment reveal inter alia a very low number of protection orders issued in the conflict-affected Donetsk and Luhansk regions of Ukraine. This points out to low awareness of survivors of domestic violence about this protection mechanism, as well as poor quality of the legal advice received in such cases. Additionally, the assessment results show that there is a high burden of proof imposed on survivors and that children witnesses of domestic violence are rarely recognized as victims of domestic violence.

The foundations for CME are based on human rights and gender equality. The process helps to address discrimination and to demonstrate the benefits of embracing diversity.

It classifies Moldova's vulnerable groups and presents national and international evidence to document their situation and problems. It discusses why each group is vulnerable and underlying causes for their vulnerability. The paper analyzes current policies and their negative effects on the vulnerable, provides an account of good practices and makes detailed recommendations going forward.
