A joint UN Women, FAO and WFP project used letters from rural women in Kyrgyzstan to build a dialogue between them and their local service providers. This examines best practices that arose after project members used the stories in the letters to run campaigns to curb discrimination and violence against women and girls and help them earn economic, political and social rights and increased access to local health care services.

Containing main partner testimonies and success stories, this best-practices brochure describes the innovative “one-window” information services model piloted and implemented by Joint Information and Services Bureaus (JISBs), which provide Republic of Moldova rural populations access to coordinated, gender-sensitive information on social protection, employment, agriculture, business development and land in one place.

This paper is an account of vulnerable groups in Moldova and an expert assessment of decentralization's consequences for them. It classifies Moldova's vulnerable groups and presents national and international evidence to document their situation and problems. It discusses why each group is vulnerable and underlying causes for their vulnerability. The paper analyzes current policies and their negative effects on the vulnerable, provides an account of good practices and makes detailed recommendations going forward.
