Strengthening Climate Resilience in Women, Peace and Security Frameworks: Tackling the Impact of Human Insecurity
The triple nexus of climate change, conflict, and gender inequality creates a vicious cycle, amplifying each dimension. The invasion of Ukraine by Russia in February 2022 has highlighted the urgent need to address the interconnected challenges of climate change, gender inequality, and conflict within the humanitarian, development, and peace nexus. October 2025 will mark significant milestones in global policy frameworks, including the 25th anniversary of UNSCR 1325, the 20th anniversary of the Kyoto Protocol, and the 10th anniversary of the Paris Agreement. Despite progress in the Women, Peace, and Security (WPS) agenda and climate action, the intersection of climate security and gender remains underrepresented in debates on security and peacebuilding. This gap presents an opportunity to enhance climate resilience through gender-responsive approaches. This brief, part of the UN Women Europe and Central Asia Regional Office (ECARO) series, aims to fill gaps in policy practice and promote more effective, gender-responsive approaches to complex crises. It provides policy recommendations to help the WPS agenda seize strategic opportunities, upgrade methodologies, and strengthen cross-empowerment mechanisms. By analyzing emerging practices and lessons learned, it offers concrete recommendations for policymakers, practitioners, and donors working at the intersection of gender equality, climate action, and peacebuilding. These recommendations contribute to SDGs 5 (Gender Equality), 13 (Climate Action), and 16 (Peace, Justice, and Strong Institutions).
