This general recommendation provides guidance to States parties on legislative, policy, programmatic, and other relevant measures to ensure the implementation of their obligations in relation to the equal and inclusive representation of women in decision-making systems. It defines “equal and inclusive representation” as parity between women and men in terms of both equal access to and equal power within decision-making systems, taking into account diversity among women based on race, ethnicity, religion, disability, age, class, caste, migration and sexual orientation and gender identity, among other criteria.
