UN Women strives to strengthen potential of civil servants to promote gender equality in Kazakhstan

UN Women in collaboration with the National Democratic Institute and OSCE strives to strengthen potential of civil servants to promote gender equality in Kazakhstan through development, implementation and monitoring gender-oriented policies in social, economic and other sectors. Supporting this, on September 18-20, 2012 UN Women together with the Academy of Public Administration under the President of the Republic of Kazakhstan conducted a joint seminar “Introduction to gender studies”. The event attracted specialists from internal affairs departments from all regions of Kazakhstan, as well as representatives of various ministries and agencies. The structure of the seminar was based on the need to develop methodological instruments in the framework of educational programmes with a special focus on gender aspects as a cross-cutting issue in all syllabuses for all levels of civil servants. One of the expected outcomes of the seminar is introduction of the “Gender fundamentals” course into the educational programme of the Academy which will strengthen knowledge and skills of civil servants in mechanisms of gender policies realization in all spheres of social and economic development of the society (employment including migration; education, health care, etc.) and aspects of gender budgeting.

On September 21, 2012 the training of trainers (ToT) of the Academy was held under the above-mentioned initiative. The ToT embraced theory and practical case studies for designing methodology to calculate gender budgeting factor using examples of access to health care, education and ecology factor of Semipalatinsk atomic proving ground. This approach has strengthened understanding of gender aspects and greatly contributed to further promotion and introduction of important educational components to the present educational programs of the Academy of Public Administration under the President of the Republic of Kazakhstan.
