Case Management in Shelters

The aim of this manual is to enhance and strengthen the response of domestic violence service providers. It provides confidential, effective and professional support to victims of domestic violence by focusing on the delivery of services through victim-centered support. This manual provides an overview on the day-to-day management of gender-based and domestic violence cases based on best practices for assistance and protection within the Kosovo shelters, in particular the Safe House Gjakova assistance standards. This manual is also a practical tool for the training of shelter staff, and the enlisted information is supposed to provide sufficient information for shelter staff when conducting such trainings. It provides an overview of global trends of domestic violence, the situation of domestic violence in Kosovo, and a short description of legal and institutional mechanisms in Kosovo related to domestic violence. Further to this, it provides updated and recent recommendations on case management as adopted by the core elements and quality guidelines of the UN Essential Services Package for women and girls subject to violence.
